Dr Anna Hondroudakis

Dr Anna Hondroudakis is Special Scientific Staff at the General Secretariat for Information Systems (GSIS), Ministry of Finance, Greece, where she is currently the technical leader of the ELENXIS project.

In the panel, Dr Hondroudakis will discuss how the General Secretariat for Information Systems (GSIS) implements and supports the operation of integrated information systems that assist the work of the Ministry of Finance. GSIS is currently implementing a system called ELENXIS that will aid the Ministry of Finance implement its policy for reducing tax evasion and improving the effectiveness of tax audits. ELENXIS comprises of three main components, namely, Risk Analysis for detecting tax payers who are associated with a high risk of evading tax, Audit Case Management and Audit Support. ELENXIS will accumulate data from all productive databases of the Ministry of Finance together with data from other organizations such as social security organizations. Data will be gathered into a data warehouse. Risk analysis consists of rules that will help identify fraud risk across all taxpayer and customs transactions data in the data warehouse. Risk analysis will be combined with data mining techniques. Data mining algorithms will be used to identify associations within data and to discover and utilize profiles of tax and custom offenders. The results of the data mining algorithms will inform the risk analysis process.

Biographical Note:
Anna Hondroudakis is a graduate of the Computer Engineering and Informatics Department of Patras University and holds a PhD degree in Computer Science from the University of Edinburgh, Scotland. Since 1990 she has worked for Greek and British public and private sector organizations as a researcher, software engineer, consultant and project manager. Since 2004 she has been working at the General Secretariat for Information Systems of the Ministry of Finance in Greece. Currently she is the technical leader of the ELENXIS project.
